President Dilma would not have been taken by surprise by Edward Snowden’s revelations – that the US government spies on the Brasilia government – if her advisors had paid more attention to the White House’s new strategies after the fall of the Berlin Wall and the demise of the Soviet Union.
Joseph S. Nye and William A. Owens wrote an intriguing article entitled “America’s Information Edge” in the March-April 1996 issue of Foreign Affairs magazine. Nye was director of the National Intelligence Council and was assistant under secretary of Defense for International Affairs in the Clinton government. He later became Dean of the John F. Kennedy School of Government at Harvard. Owens was Vice Chairman of the Joint Chiefs of Staff in the Clinton government.
The authors point out that in spite of US military and economic superiority “its more subtle comparative advantage is the ability to collect, process, act on and spread information”. For them, information now exercises the role of “soft power”, thanks to which the US can influence international policy, substituting coercion with seduction.

Mrs. Europe withdrew her support from the nobility and from the pope and elected constitutional governments which exchanged barter for currency, avoided making use of slave labour and transformed former rural workers into wage deserving labourers.
Mrs. Europe began to have immeasurable ambitions. She envied the huge world map which hung on the wall in her living room. How many riches in those lands inhabited by ignorant natives! How many arable areas covered by the exuberance of its paradisiacal nature!
